There is a new roster of engineers being added specifically for Odyssey, these engineers can be interacted with on-foot. Engineers require recipes to distribute mods to players. Mods can only be added to a suit of weapon that has an empty upgrade slot.
Once a mod has been added, it cannot be removed, sold or changed.
Players will also be able to visit existing Engineers on-foot as well!
