Yes, Planet Zoo makes use of a lot of Steam's features, including the Steam Workshop and so requires Steam in order to play.

DOES PLANET ZOO USE STEAM WORKSHOP?
Yes. Sharing what you build is a huge part of Planet Zoo and the Steam Workshop is built into the game to help you do just that.
DOES PLANET ZOO SUPPORT STEAM CLOUD SAVES?
Yes. The Zoos you build and your career progress all support Steam's Cloud Saves feature so you can play on multiple computers without needing to start again.
DOES PLANET ZOO SUPPORT STEAM FAMILY SHARING?

DOES PLANET ZOO SUPPORT STEAM OFFLINE MODE?
Yes. The first time you load Planet Zoo it will require an internet connection, but you can then enable Steam's offline mode if you need to play without an internet connection in the future.
Please note. Franchise mode will not be available in Offline Mode.
DOES PLANET ZOO SUPPORT MULTIPLE LANGUAGES?
